Don Jr. should have reported it to the FBI but didnt. Although at the same time choosing not to report it isnt illegal and doesnt constitute collusion. No information came from the meeting in a way that could influence the election.

Its a bit unreasonable to say Don Jr should have reported it to the FBI prior to the meeting since nothing was illegal, and its also unreasonable for him to report it after the meeting once he found out it was just a hoax
If he had gone to the meeting and gotten real intel, then even though its still technically legal, it would be ethical and proper to report it at that point even if its not necessarily an obligation
But the whole thing was by all accounts just a false pretense to talk about the magnitsky act - adoption impasse so he got punked

With how many things are constantly coming out about Trump I don't think we can say this with any degree of confidence.
