I guess this is about seeking moral cover. The vast majority of rabid pro-lifers are coming from the position that abortion is murder and therefore morally unjustifiable. By outlawing abortions, they want to clear themselves and society at-large from any moral responsibility. I guess from their pov, if some women then still get (underground) abortions, that's between these women and god - but they have done everything in their power to stop it and can have a clean conscience.

I think they genuinely think that MOST people will stop getting abortions. I mean, would you risk life in prison over an abortion? Some people WILL and those people will be punished.
