I read it, and couldnt find that 15% number anywhere. And the artile itself is listing proof after proof for the wealth-makes-IQ over the IQ-makes-wealth hypothesis.

as I said: I absolutely dont doubt that there are large differences in measured IQ across nations and ethnicities. I just dont believe that there's a causal connection between the genetically determined part of IQ potential and the genes which create, for example, skin color.
The article lists a lot of findings which support this view.

The article seems to support more of a correlation between standard of living and IQ than it does about race (see the example of the two German states).

In any case, differences in culture can shape the way our mindset develops and there could very well be variations in the traits and areas of intelligence different cultures prioritize. For instance difference in language structure and the use of different writing systems can favour difference areas of intelligence and abilities when it comes to solve problems. The movie "The Arrival" talks a lot about this concept which, sci-fi aside, has been well observed irl. For instance East Asians that are used to using chinese ideograms which may contain 10-20 strokes are really good at identifying the different elements in a single image, and are likely to be quicker at solving logic problems involving a succession of diagrams where the number of elements in it varies. It has also a lot to do with why even today abaci are so popular there.

There's a reason you don't see dissertations cited in literature. They aren't subject to the same level of scrutiny as journal articles.

If you're talking real science a dissertation isn't great evidence.
