the intellectual potential of an individual might be determined by a certain percentage from his or her genes. but like a muscle, the mind must be exercised to reach its potential.
a kid growing up in the industrialized countries spends the defining first 18 years of his or her life going to school where the brain is constantly exercised by high-quality, high-complexity material and teaching. as opposed to the backwoods schools they might have in africa...
moreover, living in a high-tech society with complex forms of organisation is certainly more stimulating to the brain. compare this to someone who grows up in a third-world country. for example as a sheperd, interacting with only the same 20 people from his local tribe day in day out and with "heating the tent with camel dung" as the scientific highlight of his life. to me, it is obvious that the former lifestyle will naturally lead to a higher measured IQ than the latter.
in this sense, I think that modern, industrial societies cause a higher IQ population, and not the other way round. as low as I think of african/middle eastern societies and their people, I honestly dont think that a "genetically lower IQ" is the reason.
I'm a supporter of the wealth-makes-IQ hypothesis.
