He didn't say it was the western world's job to do so, but that these were the problems that needed to be sorted out before the a Marshall Plan could be considered. France is willing to help in the process, not take responsibility in it.

Careful there. It would be wonderful if those countries were democratic, but democracy needs the right conditions to work well. Keep in mind that many of these countries have very low literacy rates and an overall garbage level of education, with no understanding of how this world works. That many just follow a tradition and vote whatever their father/husband/tribe chief/imam/local priest/etc tells them to vote (making these "leaders" easy targets for bribing and blackmail by corrupt politicians). That many of these countries have a complicated mix of cultural, religious and ethnical demographics with a long history of violence between them. And so on.

These things need to be sorted out first, because right now you can have a force a democracy in the sense that everyone gets to vote and every vote counts without cheating, but it won't be a free democracy. Trying to give democracy to these ignorant and structure-less societies is exactly what has caused much of the violence and dictatorships that have ruined the continent.

If the west wants to help Africa, the west's efforts should be directed into helping these countries create the right climate for a free democracy to flourish, and that is a process that will take years and consists in improving security, education and social functioning.

however there must be certain differences between people (i dont know them and i dont believe in any supremacist crap, but the status quo is obvious enough), because missing education can not be the only explanation, even our illiterate forefathers did so much better
african culture and mentality is fucked up, you could tell them a thousand times that they need to use condoms and they will still end up believing their local priest preaching some other shit
