That's totally taken out of context though. When asked about why there wasn't a "Marshall Plan" for Africa that would give the governments billions to develop infrastructures, he said that there is no point in injecting that money in a region that is swarmed by corruption, war, political inestability, etc. He said that first you need to fix these issues, sort out demographics, create a structured civilization, improve security/justice (to avoid rapes) and health/education (to increase the use of condomns) in order to avoid the inestability caused by women having 7-8 kids, etc. And that help from the west should focus on that, and not just handing out money.
