ICC has no enforcement capacity on their own and have to rely on signatories of Rome Statute to implement it.
South Africa didn’t arrest Omar al-Bashir in 2015, Mongolia didn’t arrest Putin in 2024.
In my view, the majority of Europeans, of which the administrators of the ICC are included, have forgotten that they are client states of the USA, resulting from the fact that they lost a war against them short time ago. This could be seen as a gambit to shake off that client status, but they have nothing to back that up with (military or economic power). Elitist effete people (bug men) living in a bubble that don't see reality.
