It's a violation of some kind of by-law, but not a crime, which is a more serious offense.
Anyway, people drive faster than that for other reasons. Maybe they are in a hurry to get home cause their wife is about to have a baby, or maybe they simply like to drive very fast cause they enjoy the sensation of speed. There are lots of reasons other than crime.
Regardless of the motivation it's a crime, stealing bread to feed ur starving kids is still stealing, and a crime.
likewise, traffic violations which are a civil forfeiture in most cases, are still a class of crime. they dont often cause jail time, that's what a civil forfeiture is, a CRIME where the punishment doesnt include jailtime, but a crime none the less. although if u get caught driving say 125 mph in a 65 you could indeed go to jail, lose your license, etc.
you seem to have a strong opinion of what a crime is and isnt for someone who doesnt know what a crime is and isnt. i covered this stuff in undergrad, not even law school. when we got there it was too simple to even be asked.
