Cities frankly require regulation due to a dense population that consists of varying degrees of wealth, socioeconomic status, education, etc.

Unfortunately, you can't just regulate those areas without extending legislation across the country to smaller places that don't need it. Luckily our Canadian Police Force recognize this for the most part and adjust to their surroundings.
