Depends what you mean by "true liberal". In most of Europe implementing American policy would be considered absolute garbage right wing politics. From the American perspective, yes, most of the world has massively liberal governments.
We're about in line, if not a little more conseravative compared to the rest of the world on the social front. But we're massively conservative economically compared to pretty much every other developed nation.
Even on real issues like climate change we're pretty behind the rest of the world on fuel emissions standards and green energy initiatives. It's not like there's currently a haven of solar panels. But they're still way ahead of us.
