Keep in mind that the Democratic vote is juiced by millions of votes from the US-born children of those illegal immigrants who came to the country during the 80s and 90s. This makes it almost impossible for Republicans to win the national popular vote unless in red wave years.
Clinton winning in 1992 after 12 years of Republican government, and with the tailwind of an ill-timed recession, was really not surprising. In 1996, the GOP nominated a horrible candidate who stood no chance against a boom- and peace-backed Clinton.
