While Rosatom's stake was mostly innocuous, lots of congressmen had (obviously politically motivated) reservations about the national security and safety of the deal in general, and the Obama administration reassured that it was all totally fine and mutually beneficial by insisting that the Russian companies involved were trustworthy and clean. Its less about the FBI knowing about the cash kickbacks to the Clintons, and more about the FBI knowing about the existence of a bribery ring that compromised US truckers and send the money to high level Russian officials.
On its own, the bribery doesn't mean Russia is seizing our uranium or spiriting it out of the country, even after the eventual loosening of the rules that let them export some, that's not the thrust of the issue.
But the part where the FBI slowrolled the investigation and covered it up so that the deal could go ahead, without informing CFIUS/lawmakers/regulators about the existence of a national security breach and the criminal network involved-
that's the damning part.
If this had been public knowledge or at least known to regulators, the Uranium One deal would never have gone ahead, it would have been scuttled by the scandal, nobody would want to be involved with it.
So if the FBI was indeed compromising their investigation and covering up in order to smoother over the Uranium One deal, then thats the scandal, that's obstruction of justice, that's the big new revelation.
If Obama knew about the misdealings and was lying to congressmen to get the deal to pass, that's a scandal at minimum
As far as the clintons go, they're almost a distraction here just because everyone knows they'll never get touched and they're disgraced now anyway.
