That seems boringly complicated. What's wrong with sending a voter ID to every citizen directed at the address where they are registered to live ? (Including homeless shelters). I dont even see the use of "registering" to vote, where voting is a duty, just send the damn ID!
I have to amend my comment, the US seems to be more liberal than expected,
We (Netherlands) gave up the freedom to not own an ID in order to deal with crime and immigrant issues in a country where the Schengen agreement applies. (once suggested by our right wing politics.)
The ID send to every address only works in combination with the mandatory ID everybody owns.
/e pls keep in mind that it was also suggested to make it mandatory to show your ID at any time when asked by the police.
This was not incorporated in the law because it could be a tool for the suppression of groups within a society.
