Well I googled it and the only thing that came up with the meme you posted.
Do you mean people who receive welfare for a career? That isn't a thing. Temporary Assistance to Needy Families is...temporary...and it isn't even a huge part of government spending.
There is SSI for the elderly and those who are blind or otherwise disabled.
Social Security isn't an entitlement it is something workers pay into for themselves so nix that.
There is tax credits for people who file taxes and have children, I suppose something most Americans take advantage of. It is like $1000 in welfare money per kid...
A lot of people abuse SNAP but that comes and goes, I'm pretty sure it has been cut in most places, and it is being worked on.
So since the Google didn't have much to say about it, and my training in human services hasn't mentioned anything in welfare that can be used for more than a couple years at most, I'm questioning the validity of "career welfare voter".
Seems to reflect the Reagan-era myth of the Welfare Queen, driving a Cadillac and eating sushi, living in a nice three bedroom house or w/e, all on the tax payers dime.
Just explain it in your own personal words I guess.
