Israel has a humanitarian imperative to provide some level of aid to Gaza when its appropriate, which doesn't make any sense at all during a time of open warfare. I suppose they're obligated to provide aid to any Hamas combatants that surrender and are interned as prisoners of war. After the war ends Israel will be in the same position of conflicting humanitarian desire to provide basic services to Gaza and a security necessity to blockade weaponry from them. But as I've pointed out over the past few days, this war likely ends with Gaza surrounded by DMZ minefields and fortifications
