I agree, it's a spectrum, and an Empire is still made up and run by people who make decisions, the King might have absolute unitary control on paper but not in reality. Some places good, some places bad, some places okay

I just mean that it's fine to not know about everything happening in foreign places in the world, but it's not fine to have contempt for other people's causes, especially when you're campaigning for foreign people to support *your* cause
