Intelligence can be assessed by observing which group has better educational outputs when receiving the same education

e.g. public schools are standarized (same education), therefore you can look at outcomes of all public school graduates and make an empirical assessment of intelligence across groups (racial, religious, etc)

Kids are not in school 24/7, if you want to make a serious observation you need to make it at school, at home, during travels, holyddays, week-ends, even sleeping conditions.
Also: activities availability (some are more costly than others...), quality of food, even clothes.

You have to take in account the whole environment. (GL btw)

Personally I believe that intelligence has an overwhelming biological basis. In other words, how smart you are is largely determined by your genes. Your parents could try to enrich your environment as you grew up, but it won't make you smarter. It will only make you more knowledgeable, or more worldly, or better at taking tests. However your actual intelligence won't become higher to any noticeable degree.

What follows from this is that there are some people who are naturally stupid. And it's because their genes bestow lower than average level of intelligence on them. And if these people somehow manage to procreate and pass on their genes despite their stupidity, then you will have kids who are stupid too. And when you do this for enough generations, and I mean many, many, many generations, then you will wind up with a stupid human population group.

And races are population groups. So, what does this tell us?

yeah ofcourse taking into account the whole environment is impossible since it requires absolute providence, the most scientific assessment is to narrow the focus to school

You should look at the actual state of public schools. Here in the USA they're pretty drastically different depending on your zip code

Sometimes you can tell if someone's smart just by having an one-hour conversation. Heck, there were times I could tell in just 5 minutes.

If the kid has 1 hour of public transports with delinquents on his path trying to influence him/her every day, to take drugs or worse, then has alot of noise or whatever reason to have lack of concentration for homeworks.
If the kid has bad sleep... Etc... Some kids have much less "providence" than others.
