You're using an overly simplistic version of neoliberalism.

One of the key tenents of neoliberalism is promotion of market based solutions. The state propping up markets with spending and such is absolutely something that falls under the contemporary definition of neoliberalism.

Neoliberalism is promotion of and facilitation for market based solutions to problems. The government is there to facilitate market transactions through things like monetary policy, but the actual solution that's arrived at should be left to the market.
