If America had those same programs, we would still have the same poverty rate. Our poverty rate now is the same as it was in the 50’s even after trillions in spending.
I can't speak for Luxembourg, but I can tell you that Belgium's population is not more intelligent than any other country's, and also that Belgium deals with terrible "social cohesion" issues.
Low crime rates tend to stem from poverty, not the other way around. So when you say Belgium is a good place to live because of low crime rates, it sounds a bit like a tail wagging its dog.
So I'm not really sure what point you are trying to make.
