To address your edit,
Again, literally the actual Green New Deal.
You can just fucking read it instead of eating up propaganda.
You are so willing to eat propaganda from the right but are super skeptical of anything from the left. It's ridiculous. People like thundercock at least apply skepticism evenly even if I disagree with some of where he ends up, but you're so obviously asymmetric while still trying to play the middle.
Oh cut the crap. Of course not even far-left firebrands like AOC are stupid enough to outright say "we will ban all fossil fuels". They instead propose legislation that enshrines targets into law which are impossible to meet without banning the use of fossil fuel for all private and almost all industrial use.
Taken from the text of HR 109, the House bill in which AOC laid out her idea of a Green New Deal:
https://www.congress.gov/bill/116th-congress/house-resolution/109/textQuote
global temperatures must be kept below 1.5 degrees Celsius[...], which will require—
[...]
(B) net-zero global emissions by 2050

Resolved, That it is the sense of the House of Representatives that—
(1) it is the duty of the Federal Government to create a Green New Deal—
(A) to achieve net-zero greenhouse gas emissions [...]
Good luck reaching net-zero carbon emissions without ending (virtually) all use of fossil fuels.

the goals described in subparagraphs (A) through (E) of paragraph (1) should be accomplished through a 10-year national mobilization that will require the following goals and projects—
(C) meeting 100 percent of the power demand in the United States through clean, renewable, and zero-emission energy sources
This would imply a ban on private-owned diesel generators and such.
