Its split up into two parts, the House and the Senate.
(Rudimentary Example progression of how things go typically: House writes a bill and votes. If the Senate majority leader is in a good mood he might put one of their bills up for a vote in the Senate and if it has enough votes it'll become law.)
So whats been happening is the house passes a bunch of stuff and Harry Reid (Senate majority leader) sits on his hands if he doesn't like a bill or if he thinks it would be politically disadvantageous to have a vote on it before the elections.
The Senate majority is whats in play here.
There are 100 Senators in total. Not all of them are up for election this year.
Whoever wins the majority gets to decide what is put up for a vote in the senate and they can pass some stuff with their 51+ votes. (some things require 60)
So its fairly important.
Right now we've got:
53 Democratic
45 Republican
and 2 Independents who lump themselves in with the democrats
Several of the Democrat seats are in real danger this winter and we're squabbling over who is more likely to win in each race and overall.
He laughably thinks the Republican hopes of a majority are gone completely if one state goes to an independent and he routinely maintains a house and senate range significantly skewed towards the democrats.
