I don't see how they could know the difference between "opened by a person" and "was open due to unknown reason and could have been improperly sealed and opened on its own", if it was an envelope. And he said 'apparently'
On Carlson's show tonight he clarified that they 1) Sent the 'documents' via flash drive and that that's what was in the package, and 2) That they made copies prior to sending the package. He said they're not going to release the copies because they're still verifying their legitimacy and consulting to figure out what would be legal to release.
He also said that they used UPS and UPS said that they had found the missing flash drive. While UPS can't officially confirm this, the story goes that a UPS worker found the flash drive on the ground and placed it onto a supervisor's desk.
Relevant to your flimsy sealing hypothesis, Carlson specifically states that their package was "Securely sealed" and that "two witnesses saw our producers securely seal it". He also disregards the idea/potential that a sorting machine accidentally opened the package and essentially concludes to his audience that someone opened the package and removed the flash drive.
