Just another random example of the Minnesota justice system, which produces a case like this every few days

Yaqub Abdi Bashir, 18 year old was convicted of attempted murder and illegal firearm possession for a drive-by shooting in Fridley, where he shot at a random 55 year old man after cutting him off on the freeway. Police identified him as a suspect in two other drive-by shootings this year as well.
He was sentenced to 14.5 years in prison on the two felony charges. Which were they stayed, and he is instead given a misdemeanor sentence of 364 days in the workhouse. Which is then reduced by Minnesota to actually be 240 days, which is again eligible for release with an ankle monitor in 150 days.

He pulled out a fully automatic gun and fired right at a random driver on the freeway, and he'll be back out on the streets in a few months. Per the court history, he wasn't even detained before trial so its not time served

Could you help me understand a couple things from this story as I have not been able to find it myself.

What was the reasoning for the two charges being stayed? In this case, does staying the charges mean they could still be brought at a later date?

Did he get off of doing prison time because the average Somalian IQ is 68?

I'm guessing probably because the average Somalian is in the Retarded IQ territory, so you have these antiquated liberal laws for civilized society based on "Retards didn't know better therefore they deserve another chance to not miss the target."
Their "He a good boy, Din do nuffin" game cannot be this strong, so I'm guessing that's the reason.

When charges are stayed, they are not enforced. The judge can just arbitrarily refuse to impose the sentence and instead hold it indefinitely. In theory a stayed sentence is supposed to reapply if someone commits another crime, but Minnesota uniformly ignores that and never reapplies stayed sentences even for people who go out and commit another felony. That's why when we have 30+ year olds who get arrested for murder we find out they have like 5 felonies in a row all with stayed sentences. Its Minnesota Magic.

This has been the norm in Minnesota, its not even revolving door prisons because this case is somewhat exceptional in that he is actually going to a prison at all, instead of just getting a free pass. Pretty much up until murder.

The feds led by Andrew Luger did a massive crackdown last year and arrested like a hundred known gang members all with numerous felony gun charges, shootings, etc and actually put them in prison, because its the feds

also to be clear: It also converts a felony into a misdemeanor. So even though he shot 5-7 times into someone's windshield trying to murder him with an illegal automatic weapon and got convicted of a felony and sentenced to 14 years in prison, he gets off with a misdemeanor and doesn't carry a felony rap sheet
