like really, what planet are you on. if we're having a "the world should run on rainbow powers and unicorn farts" sure, if we're having an actual look at senate decorum history and media honesty history that's fucking laughable.
Not really, the senators have actually been abiding by that rule quite well since it was added. Indeed, when senators get angry at each other, they have to use ridiculous and clever coded compliments instead of insults.
For example, Hatch getting pissed at Ted Kennedy:

Elizabeth Warren didn't randomly stumble over a some ancient rule nobody pays attention to, she didn't have an emotional outburst or slip up. She made a calculated grandstanding move to draw attention for free publicity and good optics and was ready to seize on the media tour instantly. She was warned and did it anyway. And the republicans bite down on her bait, and the dems all folded ranks around her to make it ultrapartisan. Its just a bit of manufactured outrage.
