The younger girl got in front of her precisely because she seemed to give into her impulses and started behaving in a matter consistent of someone that is about to be violent. Any normal person that has another person yelling, clenching their firsts and moving closer the first instinct is this person is aggressing.

He asked her one question, she goes ham and starts behaving erratic. She could of simply answered calmly, filed a police report, the officer would of decided if further action ( i.e. the guy getting arrested) was needed based on evidence and even if she wasn't happy she could just sue him and argue her case in front a judge. Instead she chooses this route.
