They've been pushing this guy even though his approval rating in Russia was low (peaked at 20% in 2020 just after he was poisoned) and immediately after he had died Biden met his widow and declared that she was going to take over the fight. Biden also issued a big sanctions package because of Navalny's death.

Countries in the EU are taking steps to ban political parties from running because they're considered too far to the right like the AFD in Germany, Marine le Pen is banned from running because of a lawsuit in France.

When it comes to Russia there's complete hysteria, for example in Rumania recent elections were declared invalid because of some face book posts that supported a conservative candidate who was considered to be pro Russia.

Russia actually has a ton of migration, just mostly from former CIS countries. According to the UN, some 11.6 million foreigners were living in Russia in 2020, and Russia saw a net immigration of over 550k people in 2024:

Any politician funded by foreign governments is automatically disqualified from local elections. Why should Russia make an exception?

From EU Transparency Register where Navalnaya had to register in order to be able to meet EU politicians:
