To me that reflects more the type of person in general who uses the system.
I don't view things like healthcare as a benefit or a unexpected gift similar to your comparison of getting though rough time. Its using that money you put aside for the last however many years, it was always your money.

An individual is ultimately only responsible for themselves and if they don't wanna live a full as life as possible its their loss.
However their poor choices cost everyone in increased medical costs. Governamnt/society should do all it reasonably can to encourage and enable them to live a healthier lifestyle.
What society most certainly should not do is encourage or enable them to be inactive / overweight couch potato land whales.
