Legality is a question of law. To have law you must have sovereignty. The ICJ does not possess sovereignty over Israel or any other state. Ergo, what Israel does may be morally dubious, horrific, ghastly, or perfectly ok, but what it does is neither legal nor illegal except insofar as it concerns Israeli domestic law.
What matters to Israel is American support. Left wing activists in the United States are a far bigger threat.
