I think the solid red semicircle on the right is estimated total spent to date, larger than the 10 million per month figure. But yes having a white dotted line to denote that would've been less ambiguous.

In any case, the point is regarding the actual numbers, and ambiguities, errors, or politically motivated distortions of the visual presentation of the graph are not that important.
