The surrounding Muslim world will not allow Hamas and Palestinians to seek refuge in their lands that is for sure and rightly so.
Hamas will want real democracy in those lands and topple or vote out the government in Egypt, bring down the current monarchies in the mid east and prepare for another major conflict to take back their lands.
The scary part is the common folks who shares religious kinship will / might support them.
If I am not wrong, part of the Arab Spring includes the Muslim Brotherhood which Hamas is one of their military arms, destabilized the region.
But correct me if I am wrong. At least that is what I think it is. I might be wrong.
The last time a neighboring country (Jordan) took in a sizable number of Palestinian refugees, they began bullying and extorting the local population, used it as a launching pad for endless raids on Israel, started a civil war, tried to coup away the Jordanian king and later even attempted to assassinate him. When they were losing the civil war against Jordan's military, they took an airplane hostage and used the international pressure to blackmail Jordan's government into a temporary ceasefire. (Does this playbook sound familiar?

)
Jordan barely came out on top in the end and expelled most of them. Likewise, local Palestinians played a malicious role in Saddam's invasion of Kuwait in 1990/91 and were subsequently kicked out.

And with regard to Egypt, let's not forget what happened there the last time free elections took place: a majority of the Egyptian people elected the Muslim Brotherhood (islamists, allied with and ideological mentors to Hamas) into power, which immediately began dismantling the country's institutions and democracy. A military coup was barely able to stop them before it was too late and restored the status quo ante. So now, Egypt is yet again stuck with a shitty, brutal, oppressive military dictatorship... and it's still the lesser of two evils. Anyway, the point is that the current rulers of Egypt know very well that they're sitting on a powder keg and would be well-advised to avoid any kind of revolutionary spark.
