Very true. We should still remember how bad the crime situation was in the 80s and early 90s. Those were different times which did indeed call for a tougher stance on crime.
Going for mass incarceration of non-violent offenders was obviously the wrong way, but we should not forget that there was broad public support for these "tough on crime" bills from the 90s. Even in black communities, there was very sizable support for them.

If Republicans were willing to work with Obama or Hillary on criminal justice reform, it would've happened under them as well. And without Kushner and Ivanka whispering in his ear, I'm not even sure why Trump would've done it. It's not like his base was itching for it.... his messaging during the campaign was the exact opposite.
I dont think that "punish the shit out of the really bad guys, but give non-violent offenders a second chance" is off-brand for Trump.
