The main thing that would drive positive change is criminal justice reform since that is the main issue in the first place. The drug war and misappropriation of the the courts power to hand down sentences is not fair with in regards to color of skin.
It wouldn't matter if it was 500 million. The plight of minorities and anyone from a poverty background or damaged family background isn't going to change until the courts stop locking up fathers in prison for drug abuse/non violent crimes.
The one single statistic you can use to predict a young male becoming a criminal , not graduating high school , having no post high school training/education , not having a job , and females repeating the cycle of being single mothers is if they grew up in a one parent household.
The drug war and the disgrace that is our criminal justice system has destroyed million of American families. And now pharmaceutical companies have destroyed families regardless of their income level since they willingly push opiates to a huge chunk of the population when the repercussions and risks of doing so created the environment for the opiate epidemic.
