What moment of chance are you talking about? Sure if it was a day or two, a week even, but almost a month? It doesn't take that long to simply say I'll pay or I won't pay up.
Its clear as day that he is just milking the process
He also logged onto his account recently, either by accident or he just doesn't give a fuck, and he would rather wait til his deadline on the 20th to see what happens.
