On one hand it could be a fake, albeit a very high quality fake that passes the ideological turing test and doesn't overindulge itself. The only possible inconsistency I spot is the address line, where "To" would either be BCC or a long list of emails, but depending on interface/email settings, it could just be a long list of emails that fade off with an ellipsis unless you click to expand them.
On the other we already know this is what shareblue does, and democrats were caught redhanded running dirty tricks online in the last election with fake websites / fake russian bots, and indeed shareblue itself was caught and banned from reddit for astroturfing and shilling. So if someone is faking this, than its like making a fake of the chinese government talking about suppressing the hong kong activists online.
