Of course its a restriction on speech. Whether or not its officially a government restriction on speech is another matter. If I enter a room with you and Sioux, and can't speak my mind, we're collectively restricting speech. My position is that that sort of authority needs to be exercised with the utmost discretion. How to treat gender dysmorphia is very controversial, and many very progressive European nations disagree adamantly with what the United States is doing. This is exactly the sort of the situation where we should allow discretion to take hold and let a genuine conversation play out.
There's actually not that much controversy in how we treat gender dysphoria from a medical and scientific standpoint. Those "very progressive European nations" aren't particularly progressive on the subject of queer and trans rights, and have a huge undercurrent of literal nazis influencing the politics.
