China has a fucking army of people who, in tier 1-3 cities at least, go around touching up every single little public space so it looks like new.
People even make fun of it, calling it a New Deal-like make-work program where people get paid to take down the plaster on a wall and re-do it all every 6 months. (edit: tbc, that's not what the New Deal was, but that's the meme)
American infrastructure is shit not because it's old, but because it's not immediately profitable.
Also, who cares about cameras? Chinese surveillance is actually pretty fragmented and performative. In China, municipal doesn't really talk to provincial which doesn't really talk to federal authorities. Completely unlike GB or USA, which are nearly panopticons in comparison. Fusion centers exist in every major American city, which staff hundreds of people each and whose goal is to integrate all knowledge between the local police department, the FBI, BPS, INS, etc. Nothing like this exists in China. Besides, without cameras, how would you get your 6 year old anecdotes from a country with 1.4 billion people that you base all your garbage takes on?:
