It's easy to say living in a country the size of the USA with the population of only three times our biggest city. Let's not forget you are homogeneously white. We live in a multicultural environment and people don't get along. When they don't get along they need and have the right to the tools to defend themselves. But we actively arm police, and as you pointed out, police shoot unarmed civilians. Now you want those same police to receive superior training. If police are bad, wouldn't you want civilians to be armed and trained to help keep a check on those bad police?
