Not necessarily. With Rubio's withdrawal, the "not Trump" camp just became more concentrated. Also, most of those states are winner-take-all on a congressional district level. That would mean for example that each of California's 55 or so districts are going to award their 3 delegates on the winner in that district, not the statewide winner.

It's also interesting to note the email contains the contact information for Google CEO Larry Page and YouTube CEO Salar Kamangar including their mobile and office phone numbers.
