I think one of the major factors at play is Native American sovereignty being shit on. This just another example in a long history of broken treaties against the Natives and their rights to control what happens on their reservations.
Construction of a pipeline is actually going to be safer than transporting oil by truck or train. However, the reservation in question named their price for building the pipeline on their land and the federal government has basically said "lol no fuck you we'll pay you what we want."
This of course has the Natives living their upset because their people were forced onto that reservation with its shitty land and shitty water. They want adequate compensation and respect over their sovereignty to at least control what happens if they're going to live there.
For decades, reservation land mass has been shrinking as the tribes lose their rights. The pipeline is just another chapter in being fucked over.
