I never liked the arguments of "too little" vs. "too much" regulation. It should be decided on a case by case basis. Can you name a particular regulation that is too difficult to comply with? If yes, do you acknowledge that a problem exists which is why the regulation was there in the first place? How would you fix it personally?

1) Mandate higher cost energy sources.
2) Regulate affordable energy out of existence.
3) Blame private sector.

a common ground would still be desireable, as a case-by-case approach often ends up in pitting ideals against utility. Taxes are a great example.
