i don't trust everything that the government says it's doing
but i trust cops
in my life, in large part, cops have been more trusty than most folks. maybe it's where i live or maybe it's just me

Lowering taxes before cutting expenditures is not fiscal conservatism though, in the sense that we are equating it with low deficits/debts and responsible government spending.

Its part of it though and it's better than not doing anything. It's nearly impossible to lower government spending nowadays but one thing that can be accomplished is a segment of what fiscal conservatism is about which is to lower taxes, that's the easier lever to pull and that's the one that most conservatives often reach for.
