First off, i'd stop letting departments speak over each other and leak news of "hacks". Let's identify the problem, get the NSA, CIA, and FBI, and whoever the fuck else can help here. identify where the hacks are coming from and how to better stop them, secure our data and then look at the issue realistically. These hacks are by and large of a political organization (the DNC), which isn't something the govt should be concerned with, except we're in muddy waters with many govt employees involved. Then once the info is credible, when all bureaus agree with the findings, come forward and make it public, after talking with Russia.

Then i'd convince the EU, Us, and Russia to foot the bill for a state sponsored cease fire, quality refugee camps, and a worldwide intervention into the middle eastern wars. I'd clear the entire region of willing combatants and force the rest under ground with a literal side by side sweep of the region with Muslim, Europeon, American, and Russian forces. Then there would be a region building occupation planned for 50 or so years, maybe 100, where all entrenched countries are controlled by allies until they have governments that aren't shit and ideologies that are especially radicalized have been put down. After that time with the attacks dying out, new governments put in place and mentored to success, and active terrorist cells eliminated, the allies could withdraw with embassy level control of the region.
