Its a reasonable point. But we also have to remember that all this nonsense came from Trumps first few months when his IC was in open revolt against him, liberal career bureaucrats were routinely abusing their office to throw a wrench into his administration or just grandstand, and his staff was rapidly turning over as their flaws got exposed. In the couple years since, the tumult has died down and Trump seems to have gotten his house in order. If we had been struck by a national emergency in those first few months- the mismanagement might have fucked us. But now? I think we'd be as ready as ever.
But when it comes to responsibility, its not so clear a picture. We had IC heads and agents and bureaucrats and Trump picks themselves all running amok abusing their offices and acting plainly unethically and out of control. Can Trump be held responsible for the 'Shallow State' opposition to himself? Well, yes I think he can, in part: Ultimately a leader is responsible for all those under their control.
I think that Trump was never able to
really clean house because the political pressure was just too high. Trump had to let it go once the worst and most visible offenders, the Comeys and McCabes, were eliminated. Otherwise, his presidency wouldnt have survived till Christmas 2017...
