X on X crime is always disproportionate for the simple reason of proximity. It doesn't matter how you organize the X's. Brookelyn on Brookelyn crime, Missouri on Missouri crime, black on black crime, college educated on college educated crime... really doesn't matter.
Once you understand that incredibly basic idea your entire premise falls apart. It's quite frankly embarassing that you went down this line in the first place.

You really can't piece together the common denominator can you? It's not based on which city or state or whatever, it comes down to inner cities who are overwhelmingly responsible for violent crimes and within the inner city it's mostly one demographic. No one cares about college on college educated crime because that demographic is insignificant in violent crime stats. When 13% of the population is responsible for more than 50% of all murders, it's not hard to understand why so many of these negative police interactions happen with blacks in inner cities.
