ment, Lee’s technocrats soon discovered that it would take more than tax rebates and
preferential school placement t o induce graduate women t o produce more offspring.
The complementary measure, t o encourage lesser-educated women t o have smaller
families, was duly announced on June 2, 1984. Under this scheme, women who met
certain conditions would be rewarded with a lump sum of US$4000 as down payment
for a government, low-cost apartment.
These conditions were :
1 below thirty years of age,
2 have two or less children,
3 educational level not beyond junior high school,
4 neither she nor her spouse earning more than US$300 a month, and
5 were willing to be sterilized.
This proposal, sensitive now to the sentiments which had been aroused, was phrased
in the language of an anti-poverty measure, in effect, playing upon the needy circum-
stances of the low-income people
