Azerbaijan is no military threat to any EU members, Russia is. Also, Ukraine holds gas, oil and critical infrastructure, Armenia does not. The whole fuss about "morals" or "values-guided policy" is of course bullshit, but from a rational perspective, it makes total sense that Europe couldn't leave Russia's invasion of Ukraine unanswered.
