Can't assume the purported DNA test is true without anything to verify it, it could be a scenario where he faked the DNA test even though a real one would have the same results. One thing that makes me suspect the DNA test could be fraudulent is that if he actually did get DNA samples from her trash, the FBI would have probably thrown that at him as a charge for invasion of privacy.

I think defining relationships is what gets in the mess in the first place. Until now, the government tried to stay out of ambiguities and only criminalize direct cash-paid prostitution and unambiguous age of consent laws. They'd catch johns by setting up sting operations and arrest someone as soon as money changed hands, and they'd arrest people who slept with underage girls because age is a provable number. When the government starts trying to define the vague nature of relationships and economic conditions and gets into topics like gift giving and implied expectations, they're delving deep into the realm of reasonable doubt and trying to set up criterion that would criminalize innocent relationships between normal people.
When the law is working like it should, the bounds of criminality shouldn't be vague. If she's below the age of consent, its illegal. If they agree to an exchange of cash for sex, its illegal.
