What do you mean "how so?" ? A protest is supposed to get attention. If it doesn't get attention then there's no reason to having the protest. A great way to get attention is to inconvenient people. If they were following around a specific group of people for several blocks and yelling at them, I would agree it's harassing. But approaching people with your message who walk past a protest isn't harassment in a meaningful sense.
I am not assuming the context. I have seen it. All Lives Matter specifically started as a response to black lives matter by people who were directly opposed to black lives matter. Look at Pence, he will not say Black Lives Matter, but will say All Lives Matter. If he really believed "ALM" then he wouldn't have an issue saying "BLM" because Black is included in All. The fact that he won't say "BLM" shows he is excluding them from "ALM" or else he wouldn't have an issue saying it.
I was referring "how so" to the second part.
People probably refuse to say BLM at this point because the movement is intertwined with violence at this stage and Marxism. Plus, the group has been pretty vocal on calling for the death of police officers for years.
Can't say most Govt officials would support that
The phrase BLM is really more of a political movement. And the phrase is a cheap sham at gaining the political group support versus addressing the message.
Esp since only 6% of their funds go to help black communities.
Plus the statistical data has tarnished the validity of the movements message as well.
