It's extraordinarily unlikely that the Trump campaign is trying to cater to Nazis, an incredibly marginal section of the population voting in states he's absolutely sure to win, by sending secret messages (triangles!) that hardly anyone, including the "target" audience, is likely to get.
The issue at play is that the content of the ad offended the ADL, who in turn riffed through it for some obscure "Nazi" reference they could jump on in order to convince Facebook to censor the ad. Facebook was all too willing to play along, setting the stage for "gotcha" news articles reading some version of "Facebook removes Trump campaign ad featuring NAZI symbol".
But of course it's a dog-whistle, not because we can prove it, but because we can't! Plausible deniability is
actually proof that it's as nefarious as it seems!
