Caucus systems are unwieldy, yes. But they are paid for by the parties themselves, and are open to members of the party and people who openly affiliate with the party.
the problem with caucuses is their huge time investment and inaccessibility, which causes them to skew heavily towards the super-engaged party activist crowd, which in turn skews young, white, college-educated and very liberal on the Democratic side. they disadvantage candidates like Biden with a less white, less engaged and more working-class base.
