The government conducts primaries at taxpayer expense, and invites generally disinterested parties (people who show up, vote, and then come back in 4 years), and in the case of open primaries, allows partisans of opposing parties to help select a party's candidate (choosing your opposition). Caucus systems are unwieldy, yes. But they are paid for by the parties themselves, and are open to members of the party and people who openly affiliate with the party.

the problem with caucuses is their huge time investment and inaccessibility, which causes them to skew heavily towards the super-engaged party activist crowd, which in turn skews young, white, college-educated and very liberal on the Democratic side. they disadvantage candidates like Biden with a less white, less engaged and more working-class base.
